Russia, Ukraine to signal deal on restarting grain exports, Turkey says




ISTANBUL — Russia and Ukraine will signal a deal on Friday to reopen Ukraine’s Black Sea ports, Turkey mentioned, a possible breakthrough that might ease the specter of starvation dealing with tens of millions world wide as a consequence of Russia’s invasion.
